In Case A, the heating pad first absorbs heat then begins to release it.
In Case B, the heating pad takes in electricity, which causes the electric filaments around the bag to emit heat.

In Case A, the bag 1st absorbs the heat and then releases it
In Case B, the bag only releases heat. It's not "charged" with heat firstt as in Case A.
