The time required to finish a test is normally distrubuted with a mean of 60 minuties and a standard deviation of 10 minutes. What is the probability that a student will finish the test in less that 70 minutes? Is the answer 84%?

But that equals 34, not 84.

Also it is usual to express probability as a measure on a scale 0 to 1. Probability should not properly be expressed as a percentage in statistics.
