If Executive Order 9066 was unconstitutional, why was it allowed to stand?

Because at the time, the most devastating conflict that mankind ever experienced was going on, they had no way of knowing that the people that 9066 imprisoned were actually loyal to the United States. So they went with what they thought was the "safe" option, even if it was unconstitutional.
