Every year, the NBA holds a draft lottery. Teams who miss the playoffs in any given year are put into the lottery the next year. The team with the worst record gets 250 table tennis balls in the hopper. The second worst record gets 199 table tennis balls. The number of table tennis balls dwindles to 5 for the 14th worst team. Is this a fair way to determine draft order?
