They are spammers who have been told they are not welcome.  Still, they come and do ads in violation of a few laws.  They could get in serious trouble for unfair business practices, spam, and CFAA violations.

I can definitely affirm that peeranswers and OpenStudy are NOT connected. Here at Openstudy, we guide the user towards the answer and help them reach a more solid understanding, while on the other hand, peeranswers is no better than yahoo answers. So when anyone tells you to join the site, simply ignore. Have a nice day :)
