The reason why the answer is C is because the previous quote "stay where you are and we'll send someone as soon as possbile" is made by the police officier, which is then narrated by the third person narrator. Therefore, the prospect of narrator using "he" as the police officer is slightly off the context as the "authority figure" is treated with full respect. By using the term police officer, after the cop's command is emphatic of who exactly it was that issued this command and likewise officer is given respect which the society always does. Therefore answer C is on shoulder to shoulder with common reference of our society and as such C should be used against B, which the narrator uses a pronoun instead of his full title entitled as an authority figure which also bears authoriy over the narrator too.
