lots of historical documents that were interpreted in older times, have been researched over time, and found to be different. with newer evidence and so on.

This question is odd. seeing as history is always ongoing and everything that has happened is history.

Changing values generally bring new interpretations of history (Though these new interpretations are flawed and biased and leave out the values of the writer or people group) and New Evidence is being found for Historical things via Archaeology. Therefore, A and B can't be it.

 Revisionists seek to change and revision old laws and make new modern interpretations of it. 

Also, the question is not odd. The question asks "Why is History open to CHANGING interpretations?" The reason history is open to new interpretations is because there are people who revise the laws..... People who revise things are called Revisionists.
