Sometimes when I play videos also on other websites the videos sometimes buffer slow or fast how can I fix it that my videos buffer fast? I already delete my browser cache on Internet Explorer 11 windows 8.1 the videos also buffer slow or fast on my smartphone too

you can add a parameter to the startup in chrome buffer ="<fill in>"

Buffering is an issue if the combination of your internet speed and how/where the video is hosted. Almost nothing you do on an individual machine will change how it buffers. Changing the operation of the network or the internet connnection is really the only way to have a good chance of optimizing buffering of video. This still does nothing to address how it is hosted.

Oh, and I work for an internet company and have been dealing with this exact type of question for a long time.
