Consider the historical context of the Emancipation Proclamation. When did President Lincoln sign and issue this document and at what stage of the Civil War? Did the document have any real impact?

President Abraham Lincoln issued the Emancipation Proclamation on January 1, 1863. It declared "that all persons held as slaves" within the rebellious states "are, and henceforward shall be free." The Emancipation Proclamation apparently freed all slaves in the rebelling Confederate states; it did not abolish slavery in the Union states in which it was still legal. Although the Emancipation Proclamation didn't actually free any slaves, it did have a huge impact on the war effort
