This is the back of a 'wentke' (18th–19th century), a long overdress or overcoat, made of chintz. It was used in the Hindeloopen costume (The Netherlands). I'm not sure WHO made it.. i searched for about 10 min but I can't find out WHO made it. The closest thing I saw was that it said they were made in textiles in India? Maybe that's it but I'm not sure. Hopefully my screenshots can help you some.
