- The number of chromosomes (If there are more chromosomes, it will take longer for them all to line up during metaphase) 
- The size of the cells and the size of the nucleus 

These can all increase the rate of mitosis.

Yes if there are less chromosomes it takes them less time to line up in the metaphase section
