Thing about the way the cell membrane is composed, what is the "head" of the phospholipid? Hydrophobic or waterloving? How is the double tail of the phospholipid? Hydrophobic or waterloving. And you'll have your answer. Phospholipids heads are at the outside interface and at the inside interface, so if they waterloving, the membrane is waterloving outside and inside, and if they're hydrophobic, it is outside and inside.
