the rule is to simplify exponents of the same base (a or b), in that the fraction indicates a minus sign between the exponents and a multiplication indicates a plus. For example, consider a: -8 -(-2)=-6. For the same reason, consider b: -2 -(-7)=5. here it is the final simplification \[-{ a^{-6} b^{5} }\]
