If it is perpendicular, the lines will only intersect once. The question gives you the point (3,5). If you are finding a line perpendicular to x=4, it will always be y=something. You are given the point (3,5), and they y of the ordered pair is equal to 5, so the line you are looking for is y=5.
I am positive that it is y=5, not y=4.
The answer you chose to the first question is incorrect. The line y=4 does not pass through the point (3, 5).
For the second question, the graph of x=8 is a vertical line that intercepts the x-axis at 8. A line that is parallel to this must therefore also be a vertical line. Vertical lines have equations like x=(x-intercept). Is there a choice that fits this description?
Because it is parallel, like @ospreytriple said, the other line must be vertical too. Only one of the options you are given would give you a vertical line. Your answer must be equal to x so the slopes are similar.
