For your example is: "Para tener un gobierno justo se obliga al pueblo a hacer protestas". But to be honest, it should be: "Para tener un gobierno justo se debe obligar al pueblo a hacer protestas" this way makes more sense. 1st one says "To have a right goverment we obligate people to protest" 2nd one says "To have a right goverment we should obligate people to protest"
