B-America is realizing its hypocrisy when it created the Chinese Exclusion Act.
C-America is discovering the hidden consequences of the Chinese Exclusion Act.

It is either B, or C. I would say it is C, due to it being a skeleton in the closet, which is generally viewed as something horrible hidden, that still haunts a person.
