The "one child policy" mostly applied to people living in urban areas. You could talk about raising the living standard since there are less people to feed and support. Having one child per family would also ease the burden of raising the child. 

An issue with having one child is the "4-2-1" problem where one child is expected to support 2 parents as well as 4 grandparents. This is more apparent in rural areas since children are often a means of social security. 

A lot of people are arguing against this policy because of the rise in abortion and other human rights issues, so the better question to ask is "what else could have been done?". It was clear that the population growth rate in China was on an unsustainable track and the government took measures to prevent an unsupportable population explosion. If you want you can also address this point and offer solutions of your own.
