When you take a segment of the population as a sample, it is not a good way to sample, because the sample is not representative of the population. It's like when you try to survey the city dwellers' mode of transportation, and you sample everybody in the most exquisite neighbourhood and nowhere else, and you conclude that the city does not need public transport. A good sample should be spread out and representative of the population.
