North Korea's economy was in trouble ever since the public food distribution system fell apart in the early 1990s after the Soviet Union collapsed. What happened, was a widespread famine in the mid 1990/s that killed more than a million people estimated B:c of the countries unwillingness to adopt a freer market system, and divert from the socialist system, as well as their policy of "military first" which meant that the military had priority over other sectors. The country still suffers from occasional famine/droughts and there are still food shortages. Although recovered from the famine of the 1990s the economy did not necessarily grow/boom to the extent that South Korea did.
