For a dam to produce power it must have a difference between heights of the water levels above and below dam. A tidal dam does this by having gates which open at low tide and are closed at high tides, holding a high tide level above the dam and a receding tide level below the dam. It will generate power by means of generators converting tidal power to electrical power. So it has to harness the water for the dam to work
