find the slope of the lane passing through A and B, you have the equation: -7x + 3y = -21.5. the slope of central street PQ will be -1/m where m is the slope of the lane through A and B, as they are perpendicular. you also know PQ passes through (7,6) so you have a line with slope -1/m passing through (7,6)
