The outer curly braces means "set" saying {1,2} means "the set of the numbers 1 and 2" saying {y} means the set of y values adding on "y∈R" means y is a real number The vertical bar means "such that"

so put that all together and "{y|y∈R}" means "the set of y values such that y is a real number"
