When you say scaled down by 1/10 do you mean that a side that was 10 is now 1 or that a side that was 10 is now 9?

Then I think they are trying to teach you this general principle:
If you multiply all dimensions of a rectangular prism by 2, the volume will be 2^3 times as big.
