Well the bars are the same width, the y-scale is consistent, and the bars being horizontal won't make a different so I would guess "y-axis didn't start at zero"

but it is consistent going up by tens maybe it doesnt start at zero in the sense it is not consistent with the other stuff i have no clue!!!

Well the jump from 0 to 200 is not consistent, so I would guess that one.
