Its A the chines would come to the U.S and would work for anything this happened in California people rather hire a Chines worker since they didn't expect much and didn't really mind working conditions in the U.S but this cut down on the citizens who where more picking on both payment and working enviorment essentially it stopped too many chines people from comming to the U.S of course this law was taken down in 1943.
