The author includes Part 4 to show evidence that people with disabilities are discriminated and are seen as inferior to the superior, the superior is seen as the people that are without disabilities. The claim is that discrimination is still being continued upon people with disabilities and it is causing them to have problems with equality.

They used it to bring out the exact claim. The claim is that they're discriminated against and number four tells us through statistics that it is true. So yes, you're right
