Well, to be frank, it was pretty much the only possibility for Russia-America migration back in those days, since teleportation doesn't exist (despite however cool it would be), going the other way via travelling all of Russia-Europe-then-across-the-sea-to-East-America-then-walking-all-the-way-to-Alaska wasn't something that could be done either.
