2. Choose the issue you found most interesting from the lesson. Discuss the issue with a parent or trusted adult in your community.
      -increasing spending on programs for those in need
      -building new offshore drilling rigs
      -replacing a strip mall with a superstore
      -increasing the minimum driving age
3. Write a paragraph that explains your perspective on one of these issues. Be sure to include reasons for your perspective. There is no wrong answer, but you must use details from the debate on your chosen topic from the lesson.
4. Write a second paragraph to describe how else the issue may be addressed, such as the example you described in your CAP file. Include any new ideas from discussion with a trusted adult.

Well this seems more of a question that you would sit down and talk to some one that you know thats close by not for here for one we dont know whats in your CAP file and even if we did we dont live in your area or at least i dont and with me not living there i can not give you an answer fitting for this quesiton.

I agree with @shamallamadingdong on this. We have no idea what your CAP file is or what is in it. This looks like something you would have to work out with someone who would know what this "CAP" file is.
