I don't think so!! in the original sentence, most of the information are the names and the time. There is no way to paraphrase the such paragraph without using those names and times. Moreover, that is a DEFINITION, not a thought!!, so we can not say it is plagiarism.

Basically, in your own words, write about how the teacher is right but also is wrong. Say that she as points and faults.
Point out that you can clearly tell that the student's essay is based off the other person's writing, and even if it isn't copied and pasted, everything should be cited.
So, take your own spin on the question; you agree with both, but you also believe that no matter what is being quoted, should be cited.
At least, that's what I would do. And I excel in English.

If you're siding with the teacher, then make sure to blanky type out, "I believe the teacher is right because. . ."
