The change of state it's a physical change, and whan it pass from gas to liquid it loose energy. So it's A.
Water is considered to be a universal solvent. Surface tension do not take part of dissolving, and water isn't universal solvent cuz only polar stuff get solved, (oil etc are insoluble). When water freezes, the molecules move farther apart. Surface tension do not take part of cristallization (phenomen which occurs when water freez) Only a limited amount of solute can be dissolved in a sample of water. And again, surface tension do not take part in dissolvation, and the amount of solute that can be dissolved dipens of the solubility constant, which changes with Tempeture, Pressure etc... Objects with a higher density than water can be observed floating on water. True, there are some insects that can floating on water, cuz of strong surface tension.
