It was the Chinese. They were the ones who did mass migration during the Gold Rush and many still stayed there, until the Chinese Exclusion Act. However, America brought about 10,000 or so Chinese immigrants for productivity purposes.

as far as I know, Russians didn't face a lot of prejudice and bias as much as what the Chinese and other western european countries did.
