to isolate y u need to divide everything by 3 \[\huge~\rm~\frac{ 3y=-x+9 }{ 3~~~~~~~~~~3~~~~~3 }\]

rearrange the equation into y = mx+b and then divide everything by 3 like what @pooja195 mention.
