They are elected officials, and therefore must be impeached on applicable grounds. Surprisingly, it starts at the top - in the House of Representatives. The House Judiciary Committee will open up an investigation to see if there are grounds for removal. If they find cause for impeachment, they will vote on it. If the motion to impeach passes, it then goes to the state, where the State Senate will hold a final trial and vote whether or not to impeach. The American Judicature Society defines grounds for impeachment as “malfeasance,” “misfeasance,” “gross misconduct,” “gross immorality,” “high crimes,” “habitual intemperance,” and “maladministration."
