Its really easy choice. Because u can't survey the whole school, because this 7th grade student is not barack Obama. Nobody knows him

You'll want to conduct a random survey, and in this case I think you shouldn't limit it to just seventh graders. On a whim I would pick the second one, though if the 7th grade student council rep. decision is only up to the seventh graders, then I would pick the first one.
