Here's what I see when I look at the graph: I see the line y = 5x + 1, and then everything to the right of it is shaded which creates the inequality they already gave you. Then I see the line x = 0 which is the same as the y-axis and everything to the left of it is shaded which creates the inequality they want you to state. I hope this is a good enough hint for you. Think about it, then state the inequality.
