the only pattern (such as it is) that I see is the sum of the top two rows is less than the bottom row. If that is the pattern, only 8 in the choices fit.

the only pattern I saw initially was each row up and down had 2 even one odd which would eliminate 13

I think it is 8. Look at the columns Last one: \(\color{red}{2}*13 +\color{blue}{1/2}*4= 26+2 =28\) Middle one \(\color{red}{2}*7+\color{blue}{1/2}*12=14+6=20\) Apply that rule, we have it is 8, because \(\color{red}{2}*8+\color{blue}{1/2}*6 = 16+3 =19\)
