This question is a bit odd...each congressional district is allotted one representative. There's never more than one representative in a given district. The answer it might be looking for is the population, but it's not like if the population of a district increases it will gain another representative, or if it decreases it will lose its representative...the district lines will be redrawn so that there will be an additional district (in the case of population increase), or the number of districts will stay the same but encompass a larger area (in the case of population decrease.)
