It's got 3 offices so 420x3=$1260 --> and these numbers would be the numbers for the mean??

Well because if it's per office you wouldn't do it for three offices per city so that's why it would be people so it would be the number of people flying for each city

The total expenditure for all the consultants in all the offices is $27,310. there are 18 offices. therefore the mean return airfare per office is 27,310/18 = $1517.22

For each person you do airfare time number of people for that city when you do that you will add them all together and divide by the total number of offices
