Is hair and skin more or less alkaline than pure water less acidic than pure water higher on the pH scale than pure water

As to what I know pure water is having a neutral pH while skin and hair is around 5 which is an acidic pH cuz skin or hair is considered 100 times more acidic than pure water. Since it's 100 times more acidic the pH becomes less from 2 units.
