Is the term benign neglect an accurate description of English colonial policy?

Is this a form your own opinion question that is meant to provoke some thought or is it a right or wrong question. I can't provide any answers because that would defeat the purpose but I can supply some context. The English largely allowed their colonies in America and Asia to believe what they wanted and govern themselves kinda of like how the states have their own government but ultimately take mandates and orders from the state. They would step in whenever they had to but otherwise it was a hands off method of governing. Based on that decided if that fits your description.
