The enlightenment was a upper and middle class movement the lower class was not involved. That being said I don't know how a decline in education would cause the enlightenment which was a secular scientific movement focusing. I've also never heard of any increase in publishing power around that time so in my mind it's between A and C

Thats more of an effect b.c the invention of the printing press increased availability of printed books
