President Taft believed in Dollar Diplomacy. Which meant the American Government would give Latin American countries lots of money and we would still follow the Monroe Doctrine and the Roosevelt Corollary. We would buy their friendship, it did not really hurt, the people in the region did not like us. President Wilson followed a policy based on morality and democracy, as he defined it. Wilson actively intervened in Mexico during the Mexican revolution where first Huerta took over, after then overthrow of the old dictator,
Dias. Wilson did everything he could to overthrow Huerta. He embargoed arms shipped to Mexico to help Huerta. Sent by Germany. He helped a new government, lead by Carranza who did not want his help, to overthrow Huerta. A general in Huerta's army, Pancho Villa, was mad at the Americans for helping overthrow his boss so he lead a group of soldiers over the border in New Mexico and killed some Americans.
Wilson ordered General Pershing to invade Mexico and get Villa. Pershing did also got Caranaza to declare war on us but we pull out and thankfully World War 1 came along to keep us busy and away from Mexico.
Neither President was very good at gaining the USA any friends in the region. Taft tried to buy them Wilson tried to convince them by moral argument or by force that we knew what was right.
