Viscosity describes the resistance to flow at a particular temperature.

When it is said that the liquid is high viscous then it means that it has a high viscosity. eg; honey. Less viscosity is hwere the internal resistance to flow is low. eg; water As we all know honey flows slower than water . So I will go with the 2nd answer !
