I'd just use a table of values line substitute the x values to get the y values for an ordered pair

x: -1: 0: 1: 2: 3
--------------------------
y: : -5: -3 : -1: -1: -3

so the vertex is between x = 1 and x = 2 its actually at x = 1 1/2

so the vertex is at (11/2, 0)

then plot the rest of the points and you will see the graph

since its an equals sign, there isn't any shading...
