Notice that center of circle X = (-2, 8) and radius = 6. Center of circle Y = (4, 2) and radius = 3. Circle Y can be obtained from circle X by translating to right by 6 units and down by 6 units, followed by a dilation by a factor of 1/2. Since one circle can be obtained from the other by translation and dilation, both the circles are similar.
