Why can I create a QH question in a section where there are no QH's?

When you ask a question you get an option to ask a QH question through the blue button next to the green ask question button. In sections without QH options the blue button is absent. But when the question is asked, there is a blue icon in the upper right corner of the question where you can transform the question into a QH question, like I just did. I think this button should not be there, only in sections with QH options.

I actually didnt use this method to make mine a QH question
I cheated the os code so i didnt even have to pay... xD

That's great, but the issue here is that I "paid" for nothing :p Of course I didn't actually pay for the owlbucks that were deducted from my stash but regular users can lose their money with this glitch.
I also saw someone asking multiple QH questions in the chemistry section. He was able to get help, but not from Qualified Helpers. So he ended up wasting his money.
Well that shouldn't matter, the QH is only to get more attention and QH's will be attracted because they earn a cut from the owlbucks, but if the users gets help whether it's from QH's or regular users, that should't make any difference.

if everyone learned that loophole, then OpenStudy wouldn't be making money by selling their owlbucks. They will just use the workaround and OpenStudy will have to use more ads to make up for the lost revenue.
*facepalm* Only Jay did it for free... Thomaster had to pay using the second way to ask a QH question which is after asking a normal question, then paying to change the normal already asked question to a QH question.

The only issue, as i said... Someone at openstudy noticed i didnt pay for that post and took 20 owlbucks xD
