Well for 1. I would think that it's important because if they tend to go hiking to keep in shape or something like that where it might contain various types of bugs and there being a recent outbreak you could possibly narrow down how its being transmitted to just bugs. And from there narrow it down further.

For 2. To contain it you can tell people to avoid high bug risk areas like forests and places where there is tall grass. And to be cautious and wear bug spray to lower the risk of getting it. Also things like shots to cure or treat for it before hand. And creams to apply before going out to repel and kill the species of bug carrying the said disease
