If you want two things to be similar their proportions need to be exact. Every single line is halved in the second figure except for the HK line which should've been 1.5 units, not 2 - because BE is 3 units long.

can say that line CD and IJ are similar because it move from 2 to 4 units do same with AF and GL, but look at line BE and HK. BE is 3 units mean that HK have to be 1/2 of BE, which is 1.5 to be similar. Not 2 units because 4 lines above had prove. ( IJ = 1/2 CD, same with AF and GL) Do you understand now?

The slope of DE is -2 and the slope of JK is -1 so that means they are not similar right because the angles are not congruent.
