What was the difference between Herbert Hoover's and Franklin Delano Roosevelt's government philosophy?

Roosevelt felt that government spending to help people who were in economic trouble was acceptable. On the other hand, Hoover believed that people were responsible for their own welfare. By example, if people were in economic trouble, then private charities were the best way to help them.
