Is there a way to follow a question or recieve notifications of the replies that are posted on a question that another person has asked without directly commenting on the question?
Sometimes I want to see the discussion or final answers that some questions have without sticking around till the post is resolved.

The only way I know is that you would have to comment on the post in order to recieve any sort of notification of when others comment on it. 
It's an interesting idea some sections it is easy enough though just to go back and find the question but a section like math you wouldn't be able to find the question easily to see how it was solved.
